General Description:
Crane shall be diesel-powered, fully revolving (rotate in either direction without restriction), with a luffing boom, main, auxiliary, and whip hoists. All crane motions and controls shall be hydraulic, shall be inherently immune to electro-magnetic interference (emi) and high altitude electromagnetic pulse (haemp).
